Poor quality control
A Good section on top looks like it was corroded then painted over. Looks terrible, definitely not installing on my rifle.

No it is not drilled for a pin. The overall length is Length: 2.875"which would make a 14.5" barrel, 16" compliant if it's properly pinned and welded.
I see the note that the washer is not included. What kind and size of washer does it need? And I could really be over complicating this.
