would it fir troglo xr21 on glock 17? is it RMSc MOUNT?

No it is not an RMSc footprint and it will not fit the XR21 Micro. Per the written description: Optic Footprint: Docter/Noblex

No, this fits all Glocks models with the exception of the G42 and G43. The plate is compatible with what is commonly referred to as Docter/Noblex pattern optics, which includes red dots such as TRUGLO TRU-TEC Micro, Vortex Viper, Docter, and Burris FastFire Red Dot Sights.
