This is a pair of screws used to fill the holes when the front sight is removed from a Thompson Center Rifle. They protect the threads and prevent the screw holes from filling with debris. They are machined from stainless steel for corrosion resistance and durability. The screws come in a package of two. Filler screws like these are also sometimes referred to as slave screws.
