Is this gun muzzle load or does it takes paper cartridges?

Answer: This is a cap and ball revolver. It is loaded through the front of the cylinder.

Is there a background check for this or can it be shipped to your home address I didn't think there was background checks on these kinds of guns black powder so in order to get this black powder snub nose do I need a background check?
