The new scope on my Ruger #3 was not able to achieve the proper eye relief due to contact with the standard Ruger ring. The offset gave me another inch of clearance and solved the problem. I would certainly recommend this product if you were having clearance issues.

Are they returnable if found to not fit correctly?

Will this work on a picatinny rail on a Ruger Charger pistol?

No. This fits the proprietary Ruger mounting system. You need picatinny style rings for a picatinny rail.
