Will u his fit a del ton dti 15?

If your barrel is cut for taper pins, then yes this will fit.
Does this need pre drilled ? Or will I be able to install this as is ?

A gunsmith must drill and install some taper pins.
What barrel diameter is this for?

This should fit any barrel with a .750" diameter gas block journal.
Will it fit a Bushmaster xm15?

Yes it can. However it is recommended for gunsmith installation.
