Is this the style of ammunition used by the FBI?

No sir. This is Hornady Critical Defense, which is made for the commercial/consumer market. The FBI uses Hornady Critical Duty, which is primarily different because its tougher bullet is designed for more effective penetration through rugged barriers, like auto glass.
