Is this barrel safe to use with tungsten super shot (TTS)?

Yes. It's 4140 Ordnance Steel and can handle any commercially available SAAMI spec shotgun load including TTS. Most modern barrels for todays shotguns can.
I have a 870 express super magnum. I want a 28 barrel. Is there a barrel that accepts 2 3/4, 3 and 3 1/2 in shells?

will this barrel work with an older 870 wingmaster 3" magnum model?
Answer:
Yes it will, but the matte finish will not match the finish on your Wingmaster receiver.
will this fit a remington 870 super mag made in 2006?

This will fit, but this barrel is only compatible with 3" and 2-3/4" shells.

This is a smooth bore barrel.
Will this fit an older Remington sportsman 12 magnum?

If you have a Remington 870 Sportsman, then yes this should fit.
Will this fit a Remington 870 Express Magnum 12 Guage?

Yes it will, but it can only accept 2-3/4" or 3" shells. It cannot use 3-1/2" shells.

What is the choke type that comes with it?
