This is a sturdy bag at a reasonable price. The soft plastic coating on the inside should provide some water resistance. However, if you use it to carry sweaty gym gear, it will not breath. No separate pockets/flaps/compartments. The plastic ID cover will work, but it might be subject to breaking down if left in the sun a lot. No loop fields for patches. No shoulder strap included, but it has rings on each end. The handle webbing extends and is stitched all the way around, so it should be strong.
