Midwest Industries, Universal AK Railed Handguard with Aimpoint T-1 Micro Specific Topcover, Black.

T-marked mil spec 1913 rails.
In most cases, the topcover allows the use of the red dot and iron sights. Co-witness versions, iron sights will appear in the lower third of the sight.
Provides cooler operating environment for the optic sight.
