Well, im 270 pounds, and 6 foot 3 inches tall, but with alittel adjustment this still fits, I did some practice karate in my living room to simulate hand to hand combat, and it didnt come loose. The toughest part is getting it on, takes about a minute or so for me, helps to use a mirror. The condition is great, says it was made in 1988, there are some words on the back, I speak german so I will transelate:

Then there are some picutres of water with 60Celsius on it, and other symbols I think I recognize from military maps, like mountain infantry, but thats a guess.
Then it says...
Take protection packages out before laundry and cleaning. Carefully dry damp waistcoat. Keep in dark.
Then in bold text says...
NOTE! THIS WAISTCOAT CAN SAVE LIVES. Therefore it is to be treated well, so that the splitter guard remains. Not with measurers or other pointed articles except those shown.
